About The Job:
IMA World Health is seeking a Contracts and Grants Director for the five-year USAID Maisha Bora Activity. The activity will support the Mission's ongoing effort to address gender-based violence and act as a key element in achieving the missions Development Objectives. USAID/DRC seeks to implement an integrated approach to GBV in the DRC, and this activity should be designed to 1) provide comprehensive medical, psychosocial, and legal support to GBV survivors; 2) improve access to viable sources of livelihoods for GBV survivors, including marginalized populations; 3) promote positive gender norms, power-relations and attitudes to address a core driver of GBV; 4) support and enhance local advocacy efforts to combat GBV; and 5) reduce stigma to enhance the reintegration of GBV survivors in their communities.
The Contracts and Grants Director will be a direct hire of IMA/Corus International and assigned to manage and oversee subawards (including subcontracts and GUCs) to both national NGOs and government entities (DRC) in successful implementation of the USAID Maisha Bora award.
S/he will provide direct technical and development support to the project subrecipients including national and international organizations in fulfilling requisite USAID regulations and requirements of the contracts and fixed price awards between IMA and its recipients. This will entail adherence to the timetable of contractual deliverables, submission of finance and programmatic reports, and review and sampling of sub awardee expenses.
The Contracts and Grants Director will be responsible for completing the Organizational capacity assessment, the due diligence procedures and forms related to subcontracts and grants under contract (GUCs), maintaining sub-contract and GUC files according to organizational policies, documenting compliance and monitoring activities, managing close-out due diligence and documentation, and coordinating with programs and finance teams throughout the subaward process on reporting and monitoring. Ongoing mentoring and monitoring of such partners will continue during the life of the project.
The position will be based in Goma, DRC and will report to the Chief of Party of the project and directly interface with Program Directors of national and international subrecipients. The Contracts and Grants Director will be expected to visit project sites periodically. Actual hiring is contingent upon signed agreement and USAID approval.
