About The Job:

IMA World Health is seeking a Contracts and Grants Director for the five-year USAID Maisha Bora Activity. The activity will support the Mission's ongoing effort to address gender-based violence and act as a key element in achieving the missions Development Objectives. USAID/DRC seeks to implement an integrated approach to GBV in the DRC, and this activity should be designed to 1) provide comprehensive medical, psychosocial, and legal support to GBV survivors; 2) improve access to viable sources of livelihoods for GBV survivors, including marginalized populations; 3) promote positive gender norms, power-relations and attitudes to address a core driver of GBV; 4) support and enhance local advocacy efforts to combat GBV; and 5) reduce stigma to enhance the reintegration of GBV survivors in their communities.

The Contracts and Grants Director will be a direct hire of IMA/Corus International and assigned to manage and oversee subawards (including subcontracts and GUCs) to both national NGOs and government entities (DRC) in successful implementation of the USAID Maisha Bora award.

S/he will provide direct technical and development support to the project subrecipients including national and international organizations in fulfilling requisite USAID regulations and requirements of the contracts and fixed price awards between IMA and its recipients. This will entail adherence to the timetable of contractual deliverables, submission of finance and programmatic reports, and review and sampling of sub awardee expenses.

The Contracts and Grants Director will be responsible for completing the Organizational capacity assessment, the due diligence procedures and forms related to subcontracts and grants under contract (GUCs), maintaining sub-contract and GUC files according to organizational policies, documenting compliance and monitoring activities, managing close-out due diligence and documentation, and coordinating with programs and finance teams throughout the subaward process on reporting and monitoring. Ongoing mentoring and monitoring of such partners will continue during the life of the project.

The position will be based in Goma, DRC and will report to the Chief of Party of the project and directly interface with Program Directors of national and international subrecipients. The Contracts and Grants Director will be expected to visit project sites periodically. Actual hiring is contingent upon signed agreement and USAID approval.

Key Responsibilities:

• Responsible for the competition or selection process or the issuing of the subawards.
• Responsible for management and continuous monitoring of all subawards including multi-million-dollar fixed prices contracts to four DPS under the Ministry of Health and other financial and administration activities as they pertain to subawards and awards under the contract with USAID. Ongoing mentoring and monitoring will continue during the life of the project.
• Position will coordinate the baseline partner assessments (Organizational Capacity Assessment) to determine the level of risks involved by evaluating policies, practices, and performance in areas of governance, human resource management, organizational management (program and performance benchmarks), and financial management, including evaluation, international audits, etc.
• Support will include capacity building of subwardees ensuring adherence to award timelines, deliverables, financial reports, and compliance with USAID's requirements.
• Monitor potential risks and actively engage with program team on mitigation of risks as they arise.
• Maintaining updated records and documentation for audits and compliance purposes.
• Monitoring compliance with contract requirements and advising project staff on applicable regulations and requirements.
• Close-out due diligence and documentation.
• Collaborate with programs and finance teams throughout the life of the subaward on reporting and monitoring.

Qualifications:

• Minimum of a master's degree in public administration, public policy, business administration, finance, international development, or other relevant contract administration background.
• 5 years of experience in international program management of donor funded projects preferably with USAID. Experience with USAID funded contracts, Fixed Price Contracts and GUCs preferred.
• Enhanced knowledge and experience with USAID funding requirements including ADS-320, FAR and AIDAR, financial reporting, compliance, and program monitoring, and subcontracting to local organizations.
• Demonstrated experience in needs and capacity assessment, design of capacity building and training programs, facilitation, monitoring and evaluation, and institutional strengthening processes.
• Strong oral and written communication and presentations skills in French and English.
• Excellent organizational skills, attention to detail, and ability to manage multiple tasks at once
• Strong analytical skills and sound judgement.
• Mentoring abilities and cross-departmental collaboration skills.
• English and French fluency with professional proficiency in writing required; knowledge of Swahili is an asset.
• Experience working fragile contexts and/or in Eastern Congo preferred.
• Ability to travel to project sites as needed within DRC.
